Michael Manfredi

Michael Manfredi is a seasoned attorney with a strong command of applying the law fairly. He evaluates each case on its own merits and approaches decisions with independence, clarity, and respect for the rule of law. Known for his integrity and calm and balanced demeanor, he is well suited to serve as a Supreme Court Judge for the 5th Judicial District.

Personal

Roots in Onondaga

Michael married Cristin Manfredi (Ruddy) on July 28, 2012. They are raising their three children, Michael, Charlotte, and Samuel, in the Town of Manlius.

Outside of work, Mike enjoys coaching his children’s soccer teams, staying active, and spending time with his family. He can often be found playing soccer, downhill skiing, working on puzzles, and watching his favorite sports teams.

Work Experience

Michael has worked at the Onondaga County District Attorney’s Office in Syracuse, NY since September 2007. He has handled every aspect of criminal prosecution including appellate arguments, long-term investigation, and jury trials. Throughout his legal career, he has justly prosecuted all levels of offenses from homicides to minor violations. Michael has also litigated Extreme Risk Protection Orders and Habeas Corpus applications in the New York State Supreme Court.

In addition to his lengthy career in trial and litigation work, he has taken on a prominent role in training litigators with his initial promotion to head of the Municipal Courts Bureau in 2019. Currently, he holds the roles of Grand Jury Bureau Chief and the Felony Trial Bureau Chief. As the Grand Jury Chief, he instructs citizens on the function of grand jury and advises attorneys how to indict their cases. Michael reviews all indictments in the office before they are arraigned in court. The Felony Trial Bureau is composed of ten assistant district attorneys who prosecute the majority of violent felony crimes in Onondaga County. He leads this team of Assistant District Attorneys, through case assignments, trial strategy, and charging instruction. Michael also manages twelve additional members of support staff for day-to-day office operations.

In addition to these managerial responsibilities, he is the office representative for CPL 245 Compliance, the Criminal Justice Advisory Board, the Youth Justice Steering Committee, the GIVE Committee, and the Office Hiring Committee.

Fairness & Justice

Michael has held a number of leadership and specialized roles during his tenure at the Onondaga County District Attorney’s Office.

In February and March of 2016, Michael was a part of an Officer-Involved Shooting (OIS) investigation involving the Syracuse Police Department. His responsibilities included investigating incidents, interviewing and preparing witnesses, organizing evidence, presenting cases to the grand jury, and instructing the grand jury on applicable charges.

From November 2019 to August 2021, Michael served as Municipal Court Bureau Chief, and oversaw the Syracuse City and Justice Courts throughout Onondaga County. In this role, he supervised and trained Assistant District Attorneys and ensured consistent, fair administration across multiple courts. During the COVID-19 pandemic, he developed and implemented new office protocols that maintained continuity of operations while preserving the court system’s role as a vital community institution.

While serving as Deputy Chief of the Felony Trial Bureau, Michael was designated the liaison for arson cases from 2016 to 2020 and participated in the ATF Arson and Fraud Training for Prosecutors in June 2016. He also served as the point of contact for mental health related cases from 2012 to 2020.

Education

A Central New York native, Mike was born and raised on Onondaga Hill and graduated from Westhill High School in 2000. He attended Drew University in Madison, New Jersey, and earned his bachelor’s degree in May 2004.

After college, he enrolled at the University at Buffalo School of Law and received his Juris Doctor in May 2007. In addition to his legal education, he completed New York State Certified Mediation Training.
